 Statewide Propositions 

For the November 4, 2025 election, voters in Texas's 18th Congressional District will decide on 17 statewide constitutional amendment propositions.

 These 17 constitutional amendments were approved by the Texas Legislature and address a wide range of issues. The propositions will be listed in order on the ballot, and the official language for each is available from the Texas Secretary of State.  


 
For the November 4, 2025 election, voters in Texas's 18th Congressional District will decide on 17 statewide constitutional amendment propositions and will also participate in a special election to fill the vacant U.S. House seat. In addition, local bond or measure elections may be on the ballot, depending on your specific city or county. 


Statewide propositions. These 17 constitutional amendments were approved by the Texas Legislature and address a wide range of issues. The propositions are listed in order on the ballot:


 Property Tax Relief

Several propositions involve adjustments to property taxes for specific groups:  

 

  • Proposition 2: Prohibiting a tax on certain securities transactions.
  • Proposition 5: Expanding a tax exemption for animal feed.
  • Proposition 7: Providing homestead exemptions for certain disabled veterans.
  • Proposition 9: Addressing business personal property taxes.
  • Proposition 10: Creating a temporary tax exemption.
  • Proposition 11: Offering school property tax exemptions for disabled or senior Texans.
  • Proposition 13: Increasing the property tax exemption for school district taxes.
  • Proposition 17: Adding tax exemptions for border infrastructure. 


 Public safety

  • Proposition 3: Pertaining to bail procedures.
  • Proposition 12: Regarding judicial conduct, membership of the State Commission on Judicial Conduct, and authority to sanction judges. 


 Education and workforce

  • Proposition 1: Relating to funding for the Texas State Technical College System.
  • Proposition 4: Concerning water infrastructure funding. 


 Healthcare and welfare

  • Proposition 14: Providing for a Dementia Prevention and Research Institute and fund. 


 Voting and government

  • Proposition 15: Concerning parental rights and responsibilities.
  • Proposition 16: Clarifying that only U.S. citizens can vote in Texas elections.
  • Proposition 8: Banning estate, inheritance, and gift taxes.
  • Proposition 6: About business taxes. 


 For details on specific local propositions, such as bond elections, voters should contact their county or city elections office. Voters can also review the proposed amendments on the Texas Secretary of State's website.
